How much notice should I give?

Two weeks is the US convention; your contract or handbook may require more, and senior roles often give three or four. The letter states the date, not the math - set your last day wherever your obligations and start date land.

Should I say why I'm leaving?

In the letter, no. The letter is a permanent record, and reasons - even good ones - invite debate or linger in a file. Say what you want face to face or in the exit interview; keep the letter to the facts and the thanks.

Do I email it or print it?

Do both: resign in person (or on a call), then hand over or send the letter as confirmation. A printed, signed copy is the cleanest artifact for HR; the Save as PDF option in the print dialog covers the email version.

Can a resignation be rescinded?

Once accepted, generally only if the employer agrees. Treat the letter as final - which is also why it should be calm, brief, and dated after you have actually decided.
